Summary:
The position is responsible for the development and execution of the corporate-wide communication and educational plan for the Aware/Blue Cross board of trustees, affiliate boards, executives, employees and contractors – ensuring that all applicable federal and state legal requirements and guidelines for education on both ethics and compliance topics are addressed. The position provides leadership to a cross-functional team of compliance professionals that contribute to the design and delivery of the communication and learning solutions.
Accountabilities:
1. Collaborates with the Vice-President, Chief Ethics, Compliance and Privacy Officer and other executive management in designing, developing and overseeing the delivery of the ethical business culture strategy.
2. Provides consulting to the Chief Ethics, Compliance and Privacy Officer in the development of other ethics and compliance program related strategies.
3. Oversees the measurement of the ethical business culture on an ongoing basis, prepares survey results and recommended action planning to executive management.
4. Serves as a member of the Ethics and Compliance Steering Committee.
5. Collaborates with internal communications and other key partners to effectively communicate the ethics and compliance strategy and the ethical and compliance related expectations of the workforce.
6. Collaborates with compliance leadership throughout the company in developing a centralized corporate-wide annual compliance training plan that includes adherence to government regulatory requirements, quality standards, training and compliance best practices and that efficiently leverages company resources.
7. Chairs the Ethics and Compliance Communication and Learning Program Office, a group of learning professionals through the company who provide input into communication and learning that help create and sustain an ethical and compliant culture at Blue Cross.
8. Develops and provides training to the Aware/Blue Cross Board of Trustees and other affiliate boards on standards of conduct for board members and other topics as necessary.
9. Works collaboratively with leadership and provide direction and coaching to subject matter experts on the development of communication and learning content for all other learning groups (i.e. employees and contractors), personally drafting and deploying as practicable.
10. Evaluates and benchmarks the effectiveness of training and communication initiatives.
11. Other duties as assigned by the Vice President, Chief Ethics, Compliance and Privacy Officer.

Qualifications
Required Qualifications:
- Bachelor’s degree in a related field and 7 years of related work experience or 11 years of related work experience in lieu of a degree.
- Self-starter with stand-out strategic and innovative thinking, leadership and interpersonal skills to achieve results through cross-functional groups—collaboration excellence a must.
- Demonstrated excellent written and verbal communication skills.
- Proven ability to identify and accommodate differences in learning styles across a diverse organization.
- Strong presentation, persuasion/influence management skills— acting as a change agent to effectively influence a wide variety of stakeholders in a highly matrixed organization. Creativity a must.
- Ability to manage complex projects and programs. Proven ability to pull the appropriate level and functions together to support initiatives.
- Knowledge of health plan industry and environment.
