Description

Summary:

The VP of Health Collaboration is responsible for leading development and execution of economic and strategic partnerships between Blue Cross and specific provider partners. Development of these advanced partnerships will encompass traditional business development activities such as structuring value—based risk-sharing/financial arrangements, creating new business models and developing appropriate legal structures. It also requires thought leadership and intense collaboration with providers to facilitate joint design of innovative health improvement, member engagement, care management and other initiatives that result in exceptional value and that can be productized to drive market share and revenue growth.

This role is primarily market-oriented and involves frequent interaction with the leadership of integrated care delivery systems, hospitals, clinics, physicians and other health care provider organizations. The VP will work in close coordination with executive leadership of Blue Cross representing Provider Relations, Health Management, Finance, Corp. Business Development, Commercial Markets, Government Programs, Strategy, Legal and other divisions as necessary.

Accoutabilities:

1. Advance strategies and define business models for collaborative provider partnerships that bring value to the market in the form of lower costs, exceptional health and improved consumer experiences.
2. Assess the market and engage providers in business development activities to create new ventures that productize and monetize the partnership and its resulting care delivery innovations in a manner that drives market share and revenue growth for BCBS and the partnering entities.
3. Lead partnership conceptualization and design discussions with providers including integrated care management, member engagement, value-payments and risk-sharing, new products and services, and population health capabilities and shared customer services.
4. Lead the business development process in terms of developing business plans, pro-forma financial analyses and legal agreements by managing staff and coordinating with supporting internal divisions such as legal, finance, corporate business development and others as necessary.
5. Oversee the development of administrative support and integration of provider partnerships with Blue Cross by coordinating product development, operations, network management, health management, IT and other departments to ensure integration of existing health plan programs and functions with the new programs and operating models deployed within specific provider partnerships.
6. Builds, develops, and manages teams directly and indirectly implement the operational and integrative aspects of provider collaboration initiatives
7. Directs the department including interviewing and hiring employees following required EEO and Affirmative Action guidelines and ensuring employees receive the proper training. Conducts performance evaluation, and is responsible for managing employees, including skill and career development, policy administration, coaching on performance management and behavior, employee relations and cost control.

Qualifications

Required Qualifications:

Accepting this vice president level position at BCBSMN requires signing an Agreement Regarding Non-Disclosure of Confidential Information and Non-Competition as a condition of employment.

- A bachelor’s degree in business, health care administration, health policy or health sciences.
- 7 years of officer-level leadership experience within a health plan, managed care organization, care delivery system or similar health care organizations involved in financing and delivering health care.
- Minimum of 10 years of direct staff management experience.
- A proven track record of success in business development resulting in market share and revenue growth within the healthcare delivery or health insurance sectors.
- Excellent relationship skills and ability to develop collaborative partnerships with key internal and external stakeholders.
- Demonstrated leadership ability exemplified by: 1) a capacity to think strategically yet implement tactically to deliver results, 2) an ability to develop and lead high performance teams, 3) the agility to navigate and collaborate across complex organizations, and 4) an ability to manage multiple priorities.
- Excellent communication and leadership skills necessary to instill confidence by staff, leadership, customers and the Board that Blue Cross' investment in Health Collaboration will be highly beneficial to the company and the community.
- Entrepreneurial leadership style with the ability to make decisions based on incomplete information and the ability to pivot quickly in a dynamic and rapidly changing market environment.
- Candidates must possess high ethical standards and share the organization's commitment to the key values under which it operates: Respect, Accountability, Imagination, and Courage.
- Ability to travel 50%; primarily in Minnesota and nationally on occasion.
Preferred Qualifications:

- Master’s degree in business, health care administration, health policy or health sciences.
- Doctor of Medicine (MD) or Doctor of Osteopathic Medicine (DO) degree with 3-5 years in an administrative capacity working for a health plan or care delivery organization.
- Familiarity and established working relationships within the Minnesota health care community including hospitals, clinics, physicians, integrated care delivery systems and relevant State agencies such as the Department of Human Services and Department of Health.
