Director Government Program Management for Medicare and Medicaid (Job Number:11630)
Description
Summary:
This position is responsible for directing all activity related to local Government Programs products (Federal and State). The incumbent must ensure that all local product financial and enrollment targets are met, while ensuring full compliance (in collaboration with the Director of Compliance) with all Federal, State and contractual requirements as they relate to the GP products. The position requires that the incumbent establish and maintain relationships across the enterprise (e.g. Network, Health Management, Finance, Actuarial). This position is also fully responsible for maintaining appropriate relationships with the Federal and State Government in their respective roles as customers and regulators. The position shall lead product development and work closely with the Director of Sales and Marketing to ensure that all products perform according to plan. Additionally, the Director of Program Management will work closely with the Director of GP Operations and the Director of GP compliance to ensure that roles and responsibilities are clearly delineated and ensure that all necessary activity to support successful product portfolios is correctly assigned and resourced.
Accountabilities:
1. Provides strategic and business direction for all Medicare and Medicaid products in consultation with Director of Sales and Marketing, Director of GP Operations, Director of GP Compliance and VP of Star Center of Excellence.
2. Works closely with Director of Compliance to ensure that all contractual and regulatory requirements are met and/or exceeded.
3. Ensures that product managers are closely monitoring the financial and operational performance of their assigned product portfolio, including strategic product development in order to increase/maintain market share.
4. Ensures that staff is properly focused by defining and distributing work and resources in an effective and efficient manner.
5. Shall serve as the primary contact for all Federal and State agency staff ensuring high level of service and responsiveness to customers and regulators.
6. Initiates new product development ensuring that products perform according to plan and meet enrollment targets determined in collaboration with Director of Sales and Marketing and VP of Government Programs.
7. Primarily responsible for contract negotiations on behalf of organization for Public Programs.
8. Works collaboratively with all internal counterparts and department heads to ensure proper performance of assigned products.
9. Manages the department including interviewing and hiring program management employees following required EEO and Affirmative Action guidelines and ensuring employees receive the proper training. Conducts performance evaluation, and is responsible for managing employees, including skill and career development, policy administration, coaching on performance management and behavior, employee relations and cost control.

Required Qualifications:

- Bachelor’s degree in related field of study and 8 years job experience in health care, government, or business.
- 5 years of management experience.
- Demonstrated leadership skills.
- Advanced communication and management skills.
- Experience with government compliance programs, preferred specific experience in health care compliance.
- Ability to direct and manage complex and time sensitive work efforts in an independent and focused manner.
- Must be able to drive positive business results while ensuring positive staff morale and dedication.
- Must be able to establish and maintain appropriate business relationships internally so as to ensure proper levels of operational support from enterprise.
Preferred Qualifications:
- Advanced degree preferred.
