Summary:
This position manages complex data and information to provide meaningful results, which influence strategic decision-making at Blue Cross. The incumbent both works independently and guides teams which initiate, plan, and lead analysis from conceptual development to program implementation. Responsibilities include data management, data analysis, internal and external programs, creating data models to evaluate program effectiveness, projecting financial impacts of new programs and forecasting financial outcomes of existing programs, suggesting improvements or new potential programs, and helping business owners set strategic directions.
Accountabilities:
1. Analyzes sales data and creates complex data models, providing solutions for organizational needs.
2. Procures and analyzes network, discount and total cost of care data to develop reports and provide direction to sales and account management regarding national programs.
3. Formulates strategic recommendations and presents findings to sales and account management.
4. Provides direction regarding national tools, capabilities and national marketing plan to position the Blue Cross Blue Shield System to gain and close national bid opportunities. Effectively influence the Blue Cross Association, Consortium Health Plans and other Blue Cross plans to advance Blue Cross Blue Shield of Minnesota strategies.
5. Point of contact for external distribution channel partner data requests.
6. Participates in Consortium workgroups as required to increase local market presence and position.
7. Available to lead presentations of sales and marketing programs to external channel partners.
8. Ensure that the strategic account sales team, account managers and co-workers understand and are able to use the data/information in new and innovative ways.
9. May give work direction to lower level analysts.
Qualifications
Required Qualifications:
- Bachelor’s degree in Finance, Business or related field, and 5 years of relevant experience or 9 years of related work experience in lieu of a degree.
- 4 years experience analyzing and modeling complex data, including advanced financial analysis.
- Extensive working knowledge of Microsoft Office products with expert level knowledge of Excel and Access.
- Experience in presenting information to senior management and executives.
- Demonstrated ability to design, evaluate and interpret complex data sets.
- Excellent written and verbal communication skills and with an ability to interpret and communicate analytical information to both individuals and groups in a clear and concise manner
- Demonstrated statistical knowledge, including the ability to perform advanced calculations.
- Strong analytic and problem solving skills.
- Demonstrated ability to present complex technical information to non-technical audiences and to senior decision-makers
- Demonstrated ability to work effectively both independently and in a team setting with individuals having diverse professional backgrounds.
Preferred Qualifications:
- Health Care Industry knowledge
- Technical Certification
- Knowledge and understanding of Agile development practices and methodologies.
- General knowledge of BCBS business areas.
- Experience in working with off-shore vendor partners
- Knowledge of, or experience with, PEGA
- Enterprise Service Bus knowledge or experience including: - Message Broker - Data Power - Websphere Transformation Extender (WTX) - MQ Series - Relational Databases: - Oracle - DB2
- Identity Management techniques and tools.
