Description

Summary:

This position is responsible for providing leadership, planning, strategic direction and financial oversight for new product development within a targeted area for commercial markets. This will include, but not be limited to, market assessment / insights, market definition, innovation, market planning, market testing, product roadmap, portfolio management, financial projections, and strategic integration ( with sales, channel management, underwriting, etc.)This individual will lead cross-functional work teams (both internal and external) to ensure organizational support for the new product development area.

Accountabilities:

1. Lead the process to conduct the overall market assessment – how attractive is the market; size the market; what are the strategic options for BCBSMN to play in the market ( build, partner, re-sell etc.); what are the potential points of competitive differentiation
2. Lead the process to capture and leverage market insights – define the market insights (consumer needs; purchaser needs; desired consumer experience; desired purchaser experience; provider experience). Advance an integrated approach to identification and resolution of market trends in collaboration with other customer facing and customer experience teams. Drive identification and evaluation of how the market insights translate into market opportunities for Blue Cross.
3. Direct the idea screening and innovation framework to evaluate differentiating value propositions. This innovation process may span – prospects, customers, external agencies; influencers; partnering groups.
4. In conjunction with the market planning team, design/conduct market testing (research phases; pilot programs; light house customers, etc.) to ensure a sound go-to-market approach upon rollout.
5. Lead the market planning for the targeted offering to determine solution feasibility and cross functional readiness including Process/ Service / System Design and linking to Sales, Market Research, Channel Management, Actuarial and Underwriting, Operations, Health Management, IT and Communications and other key functional areas.
6. Direct the new product opportunities through the established stage gate process to drive the necessary approval of the overall product governance team for commercial markets.
7. Identify the product roadmap and portfolio approach for BCBSMN to capture and sustain a leadership position within the identified segment.
8. Establish and monitor success metrics during phases of the testing through rollout. ( ex. -enrollment, revenue, margin and growth objectives, ROI)

Qualifications

Required Qualifications:

- Bachelor’s degree and 7 years progressive work experience in the healthcare, marketing or related field or 11 years of related work experience in lieu of a degree. - 3 years experience managing projects involving multiple team members and including task assignment, working with key customers (internal or external), managing teams and customer relationships and managing project deliverables.

- Experience in leading new product or service efforts through all stages of the stage gate process required. ( from market assessment to pilot to commercialization phase)

- Proven innovation, strategic thinking, analytic, and decision making skills.

- Exceptional verbal and written communication / persuasion skills; proven ability to communicate and collaborate with multiple audiences, including healthcare professionals, purchasers, and consumers.

- Ability to innovate, gain buy-in/drive results in a complex, often ambiguous, environment.

- Self-directed, ability to manage multiple tasks and projects in a timely manner.

- Strong leadership skills in project management and internal consulting with results orientation.

- Conflict resolution, facilitation, feedback and consensus-building skills. Ability to work effectively and confidently with leadership and senior staff.

- Experience with strategic, operational and financial planning and analysis. Overnight travel is required infrequently.

Preferred Qualifications:

- MBA preferred.

- Project and portfolio management skills.
