Job Summary:
The Senior Vice President Human Resources Facilities, Communication and Community Relations is responsible for ensuring the company is able to attract, retain, develop and engage the talent necessary for achieving business strategies and objectives. This includes creating a safe and inclusive environment that enables employees to contribute to their fullest potentials in alignment with the Company’s mission and values; developing a strong network of communication vehicles and multiple opportunities to contribute to our community. The SVP has oversight for all compensation, benefits programs; talent, learning and performance management programs; payroll and HRIS; diversity and employee relations; facilities management, safety and security programs; internal and external communications; community and the Company’s Foundation.
The SVP will report to the Chief Executive Officer. Reporting to the SVP are the HR functional leads that include: human resource business partners, talent acquisition and talent development; compensation, benefits and human resource information systems and facilities services.
The role also manages communication, community relations, the Blue Cross foundation.
Key external relationships include senior human resources professionals in the national Blue Cross Blue Shield Association, other Blue Cross plans and local companies where collaboration can produce benefits for Blue Cross members.
Accountabilities:
- As a member of the executive leadership team, provides overall leadership and direction for the Human Resources function; includes the creation, communication, and implementation of a clear vision and strategy. Build a high performance team through recruiting, developing and retaining top talent as well as building a solid rapport with the existing senior staff officer leadership team.
- Design and implement leadership development programs and succession programs that ensure talented bench strength across the organization. Develop system-wide retention strategies as well as recruitment strategies to address talent gaps in the organization or in succession plans.
- Formulate and direct policies and practices to provide effective services that are aligned with the company’s strategic plan and consistent throughout the company.
- Maintain a positive and safe working environment for all employees through employee relations services, facilities services, employee activities and recognition programs, health and safety programs, and other related employee services. Ensure that all human resource and facilities services policies are communicated clearly and administered in a fair and equitable manner.
- Drive employee relations strategies designed to create an engaged and committed employee base that encourages maximum individual and team effectiveness.
- Responsible for advising management to ensure company compliance with all federal, state and local laws related to employee benefits, compensation, employment and training. Remain current with changes in human resource and employment law and manage company relationships with federal, state and local regulatory agencies, such as Office of Federal Contract Compliance Programs, Equal Employment Opportunity Commission, Minnesota Department of Human Rights, and the Minnesota Department of Employment Security.
- Build human resource technology solutions to provide HR data analytics for company decision making and to improve operational efficiency.
- Ensure that diversity initiatives are developed and integrated into all people strategies.
- Develop incentive and reward systems that place the correct balance between individual and team results as well as short and long-term business results. Ensure that performance evaluation systems can be consistently administered across the organization and focus on building a high performance organization.
- Develop a compensation and benefits philosophy to assure that all employee salaries, incentives and benefits are aligned with the company’s strategic positioning as determined by the executive team and approved by the Board of Trustees.
- Give direction to physical plant matters for corporate location, including directing and maintaining health and safety program in compliance with OSHA standards.
- Direct the communications function and provide strategic counsel to senior levels of management on internal communications.
- Provide strategic leadership for the organization's community affairs function and the company Foundation that enhances the organization’s brand reputation.
- Acts as primary liaison with the Human Resources committee of the Blue Cross Board of Directors.
- Perform other related duties incidental to the work described and assigned by the Chief Executive Officer.
Qualifications

Bachelor’s degree and ten years of progressive management experience in human resources. Specialized degree in Human Resource Management and/or professional certification by the Society for Human Resources Management preferred.
