Product Implementation Consultant Sr (Job Number:10395)

Summary:
This position is responsible for three main areas. First, partnering with other key groups within BCBSMN, including IT and Operations, to understand and translate the market requirements for new offerings shared by other product management teams into the technical business requirements. Second, this position will have responsibility for translating the technical business requirements for some of product annual processes, (including our product filings) and driving the project management execution for these areas. Third, this position oversees critical product management processes on behalf of the product management organization including governance, process and tool development and maintenance, and process effectiveness.
Accountabilities:
1. Partners with the appropriate teams (including IT, operations and external partners) to advance the work of new product development areas. Partners with product consultants who have outlined market, business and product requirement and then the technical program manager will lead the cross functional effort to translate the work toward technical product requirements.
2. Leads the project management efforts for some the product management key annual processes which have critical linkages to the IT and Operations teams. These areas include product filings.
3. Drives the product governance process, to ensure prioritization and consistent application of best practice processes. Ensures programs link to the corporate operating committee work.
4. Directs the process flow frameworks for the product development efforts. Develops and oversees the tools, templates and processes to ensure consistent, efficient practices among the team.
5. Collaborates with key teams (including market planning, IT, Operations, and Finance), to outline, drive, and execute the appropriate project plans and scorecards to monitor and manage the key projects.
6. Establishes and monitors success metrics and milestones during phases of the testing through rollout. (ex. –operational readiness, performance benchmarks, etc.)
7. Manages cross functional teams to expand the organization’s view of these key initiatives.
8. Proactively communicates with and advise key leadership regarding process improvements and ongoing initiatives.
9. Demonstrates continuous learning and leadership in industry best practices including technical product management / project management / and LEAN / Six Sigma best practices.

Qualifications
Required Qualifications:
- Bachelor’s degree and a minimum of 5 years work experience in the healthcare, sales, marketing, sales operations or related field or 9 years of highly related experience.
- 3 years experience managing complex projects involving multiple team members and including task assignment, working with key customers (internal or external), managing teams and customer relationships and managing project deliverables.
- Demonstrated ability to work across systems and functions to facilitate solutions and capabilities development.
- Experience in leading new product, sales implementations, or service efforts through the operations stage ( from business case to pilot and from pilot to commercialization phase)
- Proven experience in developing technical product requirements for complex products and programs.
- Exceptional project management and communication skills with results orientation.
- Ability to gain buy-in/drive results in a complex, often ambiguous, environment.
- Self-directed, ability to manage multiple tasks and projects in a timely manner
- Self- directed to expand industry best practices to extend to BCBSMN
